About the Utah All Payer Claims Database

Utah’s All Payer Claims Database (APCD) contains data from health insurance carriers, Medicaid, and third party administrators in Utah beginning in 2013. Data suppliers share medical, pharmacy, and dental claims as well as insurance enrollment and health care provider data. As of December 2021, the APCD is estimated to represent about 60-70% of Utah’s non-Medicare population and provides an opportunity to understand utilization and the cost and quality of health care provided to most people in the state. Fully processed and linked data can be used to analyze a person or cohort’s diagnosis and treatment history and the associated costs over time.

About Healthcare Facility Data

The Healthcare Facility Database contains encounter records for all licensed hospitals, emergency rooms, and ambulatory surgery centers in Utah. Inpatient records date from 1992, and other encounters from 1996. These data represent all hospitalizations, emergency department visits and ambulatory surgeries and diagnostic procedures performed in Utah regardless of payer. The records contain information about providers, patients, and billed charges.

We collect both standard quality measures (HEDIS) and customer satisfaction data (CAHPS) to help inform purchasers about the quality of services available and to help help plans improve their services.
